RD Stakeholder Announcement: Multifamily Housing 2025 Fiscal Year-End Updated Submission Requirements

On March 10, 2026, Rural Development issued the following stakeholder announcement:

Rural Housing Service – Multifamily Housing 2025 Fiscal Year-End Updated Submission Requirements

To support the Trump Administration’s efforts to streamline and modernize government services, the MFH Field Operations Division has centralized the submission process for annual financial reports. This ensures consistent and timely receipt of year-end documents.

Please submit documents following the guidelines outlined in the 2025 Fiscal Year-End Submission Requirements Fact Sheet to ensure your year-end reports are properly received.

The Agency requires annual financial reports be submitted by each borrower to ensure the project is in sound financial condition and is complying with the program financial management requirements. Complete year-end report documents are due no later than 90 days following the close of the project fiscal year, with the exception of the audit report for non-profit organizations which must be submitted the earlier of 30 days after receipt of the auditor’s report, or 9 months after the end of the audit period.

For detailed guidance, refer to Handbook 2-3560 (HB 2), Chapter 4, Section 4.16 and 7 CFR 3560.308. Reports must be prepared using the accrual method of accounting.
